BASIC REQUIREMENTS for GS-0802 series:
SPECIALIZED EXPERIENCE (for positions at GS-4 or equivalent and above):
Examples of qualifying specialized experience include technical work in:
drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated.-or- CERTIFICATION:
Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. EXPERIENCE AND EDUCATION REQUIREMENTS:
(OPM Operating Manual, Qualification Standards for Engineering Technical Series, GS-0802, and Group Coverage Qualification Standard for Technical and Medical Support Positions). GS-6:
I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-5 in the Federal Service (obtained in either the public or private sector). This experience must include; involvement in research, development, and maintenance of Project maps using manual drafting methods and computer-aid design programs. Also recording duties to document water supplies, rights, and deliveries and to provide accurate flow and storage information used in overall water management. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
